This report provides a comprehensive synthesis of the work performed on impact evaluation in the GODAN Action project during the first 18 months. The main part of this document summarizes the work on the development of a GODAN Action methodology for impact evaluation.

It emphasizes, besides some of the important drivers for impact already identified by other methods, the importance of including the political economy of ecosystems where open data initiatives are implemented. A framework is proposed that focuses on the main questions and issues that a process and outcome oriented evaluation of open data initiatives which is informed by a political economy perspective would examine.

The framework consists of three overarching research questions, covering the evaluation of conditions (associated with potential impact), the evaluation of the process and the evaluation of outcomes. Moreover, the synthesis provides an overview of the work on the thematic topic weather data, up till now.

The relevant impact chains are described, specifically from the perspective of innovation, business creation and achieving impact for smallholders through advisory services. It demonstrates these mechanisms through the analysis and evaluation of three weather data cases, using elements from the presented impact evaluation framework.
